Noel Pearson’s lecture is to set out a case for a comprehensive reform agenda in Cape York Peninsula. I will start by setting out a new framework for approaching the issues of disadvantage and dysfunction in the Cape which is derived from the work of Amartya Sen, the Nobel Prize-winning economist. This framework reinforces our view that the first cause of the current crisis is a lack of economic and social development compounded by a system of delivery of services and income support that encourages passivity in its recipients.
